We would like to bring to your attention an important update regarding the IRBM e-Invoice requirements, which will take effect starting 12 April 2025, to enforce the E.164 standard for all phone numbers format.
While this requirement has been part of the official guidelines from the beginning, it was not compulsory in the past—until 12/4/2025. Please note that this update has not been explicitly stated on the IRBM website but will be implemented nonetheless.
What is E.164 Format?
The E.164 format is an internationally recognized standard for phone numbers and must:
- Start with a “+” sign
- Include the country code (e.g.,
+60
for Malaysia) - Exclude any special characters such as hyphens (-), spaces, or parentheses

❌ Incorrect: 012-3456789
, +60 12 345 6789
What You Need to Do:
If you are an existing NEBULA customer, your impact is zero.
We have always encouraged our clients and business partners to adopt the E.164 format from the beginning, minimizing disruption and ensuring seamless compliance with IRBM’s technical validations.
However, we’d like to highlight that we’ve received reports today where invoice submissions were rejected due accidental spaces added in the phone number field by users. This confirms the importance of strict formatting even for minor input errors.
We kindly urge all users and data owners to:
- Review your contact information in your systems
- Ensure that all phone numbers are updated to comply with the E.164 format
- Avoid using any non-numeric characters (except the plus sign at the start)
