E-INVOICE IN CAMBODIA

On December 12, 2024, Cambodia’s General Department of Digital Economy (GDDE) took a significant step forward in modernizing its tax infrastructure by launching the voluntary registration phase of its e-Invoicing system for business-to-government (B2G) transactions. This platform marks the beginning of a broader strategy to digitize invoicing across all sectors, paving the way for more efficient tax compliance and operational transparency. 

  • Voluntary Adoption and Future Phases 
  • The e-Invoicing system’s voluntary registration phase commenced on December 12, 2024. Businesses and tax representatives are encouraged to participate to experience the platform’s benefits firsthand. GDDE’s phased approach ensures: 
  • Initial Focus on B2G Transactions: 
  • Voluntary registration and use for B2G e-Invoicing. 
  • Aimed at fostering familiarity and trust in the system among businesses and government entities. 
  1. Transition to Mandatory B2B Compliance in 2025: 
  • Plans are underway to extend mandatory e-Invoicing to business-to-business (B2B) transactions. 
  1. Future Expansion to B2C Transactions: 
  • The system will eventually encompass business-to-consumer (B2C) transactions, completing its full integration across all sectors. 

Encouraging Participation 

GDDE is actively promoting participation in the voluntary phase by highlighting the system’s benefits and offering support for onboarding. Businesses are encouraged to leverage this opportunity to align with the government’s vision for a digitized tax environment.
